This is one of the questions I have for PE:

Explain how the social justice principles are reflected by access to health care facilities and services. List the priority areas for improving Australia's health.

To me, it seems like answering two completely unrelated questions. Am I missing something?

They do sound like seperate questions, but they seem to relate to one another. It's about access to health care facilities/services and the priority areas in Australia that probably have poor access to these.
By increasing the access to health care around Australia, the nation's health would generally improve.
At least that's how I interpreted it.

I agree. Poor Question.

Even the first part of the question is not well worded. Might be worth checking with your teacher to clarify exactly what they are after here and how they want you to relate the two parts.

The way it is worded they may want you to explain how the social justice principles have been used to address access in Australia. Eg: Equity - fair allocation of resources - providing resources and facilities in rural and remote areas as well as urban areas.

They may however, want you to apply the social justice principles to addressing the inequity of poor access to health services - definitely worth checking out with your teacher.

As for the second part - I can see no logical link to the first part of the question. Bad question all round!!
