'what strategies are used in the second paragraph to increase the power of writing?' - would strategies be language devices? What is meant by power of writing?

I'm guessing power of writing= the ability of the piece of writing to influence the responder. For example, if the second paragraph had some emotional appeal, or first person or insert other BS techniques, this would increase the power of the piece to convince or whatever.
