The first is correct. The second isn't. Generally, you can give time very accurately because things like half seconds etc. do exist but half humans do not.
I think he means that if get t=13.35 years and the question asks "In which year does it occur?" then the answer is that it occurs in the 14th year (since t=13.35 is in the 14th year).

Don't rush the exam. It's 3 hours, this is plenty of time. Do the easy questions first, hard last. Create a rhythm so that you can organise your time for each question (20 mins for Q11, 35 mins for Q16).
