I'd imagine they all work, but I know I personally visit a lot of websites, take a look at them, and never come back. Those are typically from chalk ads, flyers, newsgroups, peoples' sigs, and things like that. Email/spam/IRC just gets ignored. Totally disreputable way of advertising.

What is your site for? There's a lot of crap out there: anyone can make a website. The best way to get a hit-base going is to have good, high quality content. This is why I'd imagine 90% of personal weblogs are visited by the close friends of the author, or not at all.

playboy2njoy's got it: use the search engines to your advantage. Provide some high quality content, keep it low on the ads (I've noticed that most of the pages I bookmark and regularly return to are relatively ad-free), and add it to the search engines. Put it in your signature. Keep the content fresh and exciting -- people need a reason to come back, and know that it'll be different this time rather than last...

What's the site on?

Use META tags in the headers of your files.

Also, some related sites with linklists can have a 'submit your site!' button/area - try those, but not when your site is unrelated!

Get a myspace, orkut, friendster, livejournal, blogster etc etc account. Put in a profile with some fake pics and your website, write one journal entry and submit it to ALL of the sites once a week and include your URL, you will get a million desperate teenage boys and SMS tweenies to your site in no time and a few 40 year old men pretending to be teen girls. Now if blog spamming ain't your thing what kind of traffic do you exactly want and why?

Place the link in your forum profile and signature, on forums you visit.

If it is any good then it will be spead via word of mouth. Look at Maddox if you want a example, he gets more hits than McDonalds with no advertising, ever.

As posted before, META tags and search engines. But for those you'll probably be listed on the 100+ page.

There's also:
Site listings/databases: Topsites, Glitter, Radical etc.
Plugboards
Banner exchange
Awards sites

If you're looking to get a more exact target audience who will actually be interested in your site and come back, look for:
Affiliates
Forums/communities re your site's content

Good luck.

Actually META tags are becoming less of an important factor and are actually starting to be phased out, with search engines actually moving more towards trawling the whole website and determing the quality and quantity of the content... then combine this with the number of backlinks and that basically determines your pagerank... which determins your rank in a search engine.
