Umm ICCPR optional protocol if ratified human rights querries can be taken to some crazy human rights board (ok its not that crazy) and a case it has been successful in is Lovelace v. Canada (1981) if you want my notes on it (they are brief but say what i neeeded to) just ask or it shouldent be too hard to find yourself. it may have been in a textbook i don't remember
