Okay when I connect to wireless I am given 42 MB for free a week right, what if I use the internet at like scitech library i.e. use their computer there with the library card login, does surfing the net like this contributes towards the 42 MB quota or can you basically use it there for as long as you want? Thanks.

Correct, Scitech and other libraries dont count towards your 6mb/day allowance.
