Which degree is best for internal program transfer into UNSW actuarial studies (as in, has similar subjects, so credits are transferable)

Economics doubled with anything STEM. Economics/math, economics/cs are probably the two I'd look at.
Very important you do MATH1131/1141 and MATH1231/1241 first and second term of the year and then get the commerce and economics courses required for UNSW done quickly.
