Is it better to write a decent yet unfinished essay (due to time constraints you couldn't finish it eg. no conclusion) or write a rushed essay with some short body paragraphs and a short conclusion.

Which is the better strategy to help maximise marks?

I'd say rushed. If they mark it component by component (intro, body, conclusion), missing out entirely on the conclusion won't grant you any marks, whereas atleast if you rushed it - you'd get something.

Always rushed. If you're one paragraph down with only a few minutes left, just conclude it with the general "In conclusion..."

If you only have 5 minutes and you can't finish your essay, just stop everything and go write your ending or conclusion. ALWAYS. You'll get mark for having an ending, otherwise you'll be marked down for not having a complete essay- An HSC English head marker told me this. This is legit!
