Is moderation absolute? (1 Viewer)

Let's say two people are in a course, person A and B. Person A comes first internally, but only receives 60/100 in his final HSC mark. Person, B however receives 96 on his final assessment mark. Will moderation still give the highest assessment mark to person A?
"
The top assessment mark is adjusted to equal to the highest examination mark obtained by any student in the group." (BOS)
Seems kind of stupid to me if person A only beats person B by 1% internally.

Yes, moderation will give the highest exam mark to A as their assessment mark. 60/100 is not likely if they end up 1st. It's too far a gap.

so if A gets first in internal and B gets last in internal. A gets 1/100 in external while B gets 90/100. A will receive a mark of 91?

Just realised the source of my question answered it later down the page, accidentally skimmed over it, anyway:

"There are a number of safeguards in place to ensure that all students are treated fairly by the moderation process. In particular, some students are initially excluded from the moderation of the assessments of their group. These include:

students who had an upheld illness/misadventure appeal and a relatively poorer examination result than assessment result;
students whose performance in the examination is markedly below what was expected on the basis of their performance relative to the group in the assessment;
other special cases as determined by the Board."
