The timetable site doesn't update immediately when changes occur (takes a couple hours, if not a day).

that page usually gets updated once a day or once every two days. You are better off doing class search on myUNSW which is updated instantly

The other reason for which there is a legitimately open class but you can't enrol in it, is that the UNSW system is designed to spread students out evenly among tutorials and labs. If there are time slots which are filling up quickly, the system will not show that as an option in your enrolment page, but will show time slots which don't have as many students in them.
