Haven't you been making friends all your life?
Anyways, I'm sure there are social clubs and sporting clubs and stuff at your uni, join them.
Go to O-week.
Talk to people, be forward.

Talk to the person next to you in lectures and tutorials. Talk to people in societies if you join any.

Honestly, it isn't that difficult.

Go to all the open days, orientation whatever you call it.

It is likely you will end up talking to a few people.....and then what uni starts you will likely run into them and start talking again.

At uni there is a big gap in becoming friends and just the casual hello, you have to find some common ground to chat about.

The first tutorial is key, sit next to someone and start a conversation and then do it for all the tutorials and you will become friends.

Having friends at uni is good because they can keep you motivated, you get more social skills and you begin to network yourself.

Study groups and group assignments are also good for making friends.

Also the number of cliques at university, especially in first month is next to nil within first years.

It's probably the easiest time in your life to make friends without needing to be drunk.

Surely just like you would make friends in any other scenario. Talk to them, work out if you have anything in common and if so just get to know them + repeat this for as many people as you want.

Like at school I guess it was easier because you had mostly the same year group from at least 7 to 12, so inevitably you made friends and enemies, but at uni there isnt as much opportunity. Just put yourself out there, dont be awkward and you will be sweet.

i think OP is worried as in high school, making friends sort of came hand in hand with the learning. you were these people five days a week and you had known some of them since primary school. it's going to be a totally different environment.

i think at first you should try and get the hang of uni first, and once you slowly get used to that, friends should come pretty easy. don't force yourself on anyone or be that annoying kid people cross the street to avoid - just casually talk to them without seeming like ted bundy's reincarnation.

all the best!
