Naming CFCs Q (1 Viewer)

In Q1 (shown in picture), why can't the answer be A (correct one is B)? Even if you list them alphabetically, don't get why A doesn't work...

I do believe the answer is A as it gives the lower sum.

The answer is definitely A. There is no way in hell that it can be B. Your answers are probably wrong.

This is a question from HSC 2009, the provided answer in the marking guidelines is A.
