Need help for enrolment (1 Viewer)

it always come up with

'You must complete other mandatory enrolment steps before proceeding. Please return to previous steps.' at unit selection step, but i already check the previous step more than twenty times. Anyone knows how to fix it?

if you haven't go to the commonwealth assistance form and submit it again, it should say you already did and lets you go to the next step. that's what i did lol
