Thinking of possibly doing Newstep if my ATAR isn't high enough, but I'm also planning to take a gap year after year 12 and I turn 21 the following year, when I would enrol. Since the age group is 17-20, would I still be eligible?
If not, what are some other pathways university should I consider?

Stop 'thinking' and start acting. You still can get a decent atar if you start to put in the effort from today. I know some students who were at the bottom of the cohort and had a massive comeback after the HSC exams (as they had performed well in the actual exam).
Your 'ranks' serve as a backup. You still can get a decent atar (probs not the highest!), but decent enough to get you into your course.
