I'm not to sure on what Political Power Play is. I'm using it in relation to Antony and Cleopatra.

Is it the ranks of the people with power ie: their status and how they use that to manipulate people.

or

Is it the way in which people with power run their country to gain power over new teritories.

or

is it both??

both. except i would focus more on the first one! people can manipulate others through status, wealth, reputation etc. eg in ant+cleo, caesar uses his power through status, reputation and influence to get Enobarbus to desert Anthony and flea to caesar. Enobarbus does this because Antony had no power or influence left in Rome due to his afair with Cleopatra, so he fleas to caesar as he knows he can be protected by the bigger power.
you could also talk about cleopatra using sexual power over antony to gain her own influence in Rome (before he looses his own power)
