I have a question regarding a prac exam

On the front it states that it counts for 20% of HSC assessment, and that 15% is ideas and 5% is motors.
Anyway there were 3 sections:
1. contained a prac which involved heating water using a coil connected to an electric circuit 24 marks
2. Was on cathode rays and planck's constant etc 24 marks
3. was on AC induction motors 16 marks

So apparently all of the marks are weighted evenly which would meant that section one is part of the ideas to implementation component. When I asked my teacher he said that it tested the skills outcomes at the front of the syllabus. My question is should it have said on the front of the exam paper that part of the test is based on skills outcomes, since when i was doing the test I assumed that this section was part of the motors and gens part (which it is related to more than ideas) and hence did not spend as much time on that and the third section since I thought they wouldn't count for much. Should the first section be counted in the weighting of the ideas to implementation part (75%) or shoudl it be split up between the two (ideas and motors)?

Although section 1 is not actually in the dot points, there is a section on the front of the outcomes, as your teacher said about skills. Its a sneaky thing that teachers do. Its because of that first page, they can manipulate it so that theyre right. This is what happened to me in biology. For our prac exam (mind you, this was my first prac exam ever as my old school did not asses us on pracs), we had to dissect a flower-as you recall Justin, dissecting a flower and examining its parts is in the last module of the preliminary course. We were required to dissect the flower, and given a basic picture of a flower, we had to identify the parts of the flower. No matter how much we complained and talked to the teacher about it, she said "Its on the first page of the syllabus that we dont give you. It's the page of skills they expect you to have, and one of those skills is that you can base your observations on a general model of another" This really sucked as i didnt do this prac last year. she told us to apepal, but students never win over appeals. Its okay to have a sook-i did for like a month over that prac which cost me 20% of my final (i got 70, everyone else got 90s). Justin, does that mean that the skills section is part of the 15% or the 5% module?

apparently its part of the 15% part even though it is clearly not ideas to implementation

Well, theres no point in appealing because you're just going to lose anyway. That dissection i was talking about was for maintaining a balance-that was odd because we didnt have to describe the adaptations of the flower and its sexual organs. Is it split 50/50 with section 2 ?
