should we leave a desired course in our uac preferences in the likelihood of getting a spot even though our atars are lower than the indicated cut-off, and should we leave these courses at the top of our preferences or at the bottom?

Yes to the first question and for the second question just leave them at the top since if you don't get into that course, they just go down the list.

Always put the course you want most as your first preference. It doesn't matter if it's slightly below the last years cut-off because you still stand a chance.
