C, because the first time it's spun doesn't matter what colour it points to, the second time it has a 1/4 prob of same colour

P(E) = 1 * 1/4 = 1/4

the propability of getting the same colour twice is 1/4 x 1/4 = 1/16
then since there are four different possibilities of getting the same colour its 4 x 1/16

= 1/4
= C
