Firstly, what are the main differences between Sydney university and unsw- in terms of both business and law, as well as the two high achieving scholarships offered?

Secondly, it's commerce (as part of the combined degree) when do you decide what you want to major in?

You get to choose your major in second year. The first year of com/law comprises of the core units at USyd. Not sure about UNSW.
