Can I use phrases such as "...I believe this holds increasing relevance...." or "....our contextual society....." to have my own personal input in the essay?
If so should I use personal pronouns such as "I" and "our", sparingly or frequently?

I also heard that you have to use this kind of terminology in the essay to get the top marks.

Yes especially if they ask for your informed and personal response to the text (how the text has impacted your understanding of the issues/themes).

If anything, ive always heard my teachers say that you should NEVER say "I" in your essay.

Its YOUR own essay so its already got your own input??
