hi in insight text book, hsc course 2, question 4D, 2e
Which average would you use in a wage case if you were the union representative?
The answer is mode. Is that because a union representative would only have access to categorical data?

A quick and easy way to decide whether data is numerical or categorical is to ask yourself “Can I calculate an average of these numbers?. If you can calculate an average, the data is numerical, if you cannot, the data is categorical.

As a side note mode is the score that occurs the most.

Without the actual textbook in front of me to see what you are looking at it makes it a little difficult.
