■If somebody could accompany the muons downward at the same speed of 0.998c, so that to him the muons are at rest and the muon lifetime is only 2 microseconds in this frame, does the moving observer find that the muons reach the ground or does the observer find that they decay beforehand?

The observer moving with the muons would observe the muons to hit the ground. This is because from the muons' frame of reference they measure proper time but contracted length. This means 2 microseconds would pass for the muon (and the observer moving with them) but the distance to the ground is contracted allowing it to reach the ground.
