im pretty sure you can change your preferences whenever with the check and change

it doesn't work as it is really busy (engaged) because lots of people are calling, I called them on monday and still it was engaged

edit: no, unless you haven't submitted preferences in the first place. I think you can still change them free of charge before the end of the first week of january (when the main round offers start)

You can change your preferences one to two days before every offer round.
