First things first – you’re going to need a video games console to play Rock Band on. I have bad news for Xbox 360 owners: you cannot play an imported copy of Rock Band on your 360. The Xbox 360 has a strange region coding system and so some games are multi-region, but some are not. Rock Band falls into the latter category. Luckily, PlayStation 3 games are not region coded at all, so you can play Rock Band on this system.

They are talking about Region-Free games, which is a term incorrectly used to describe Format-Free games. They're merely saying that PAL copies can't be played on NTSC-J/NTSC-U versions, and vice versa.

There has never ever been in the history of gaming a PAL game that wouldn't work with Australian consoles.
