Would a raw mark of ~70-80 in Ancient History scale up or down normally?

I think from memory everything apart from MX2 'scales down' in that your scaled mark is lower than your HSC mark

According to the raw marks data base 83/100 is equal to an aligned mark of 90 and the UAC scales this to 77.6

Even though the Hsc marks --> Scaled marks is generally down, it really depends on how much it scales down. For example, say you have 10 units, 90 hsc mark in each subject. If each subject scales down to 80 (just an example), your overall ATAR would've been ~94.5 last year.
