O Week ends on Thursday and I was wondering if I can go in on Friday to get my ID card?

And where do I submit the travel concession application form to?

If you pop into the student office, they'll give you your student card & travel concession form on the spot. You can do it any time this week (I'd strongly recommend you do it this week coz NEXT week's o-week will be ridiculously busy).
There are student offices on every campus and any of them are able to do this.

Really, you can do it any time during semester. If you do it next week, just be prepared that the lines WILL be awful.
