I know it says that I have a limited amount times to do the variation, is that for only the 1st semester or the times that I can change my subjects for the whole year 2009? Well, so let's say, I've used up all the number of variations they allowed now, will I still be able to change units when S2 comes? (I doubt I would use it up, but just making sure)

I've used up about 5 so far, I'm planning to do one last change but the thing is down at the moment. So, will it be okay if I have about 6 withdrawn units? =_=

The counter thingy is for both semesters I believe. You can still change your subject selections after using up the 20, but you need to go into uni to do it.
