So my atar is 98.7... a full point below last years cut off. What do you think my chances are, if i have EAS points of up to 1.3 (according to the Sydney website), of getting in? Does this happen often?

Your ATAR looks very strong and if you have a legitimate reason when applying for EAS points such as illness etc then you will most likely get in. I know somebody who had an ATAR of 98.50 but still managed to secure a place at USYD Law through the EAS scheme because he had some sort of illness throughout year 12, albeit not too serious.
