Does that mean offers are sent out on the 23rd? Or does that mean offers should have been made and we have until 27 to accept? So confusing :s I don't want to miss out on my transfer!

Sent out on the 23rd, possibly 22nd, but you have from the 23rd to 27th to accept it.
