ultimately i aim to do a combined arts law degree at uts which is something like 97? however i only got an offer in b arts in communication (public communication), since the difference in uai is something like 3 points is it easy to transfer to the combined arts law degree t the end of the first year or is it imperative that you have some of the top grades in your course?

not possible unless you do really really well. I'm not even sure if a distinction average would do it for you - ring their admissions people and ask them what normally happens. the other (and much less stressful) way of doing it is to do pub comm undergrad and and then do law postgrad.
