Applications close on the 28th of September, if I've read the dates properly.

You pay a one off fee when you first put in your preferences.

You will not be charged any more money if you change the order of your preferences, put new ones in or take them out etc. For every round of offers (so main, early, late etc) you will not be charged any fees

It is a ONE OFF payment.
