I think it is used when you dilute a substance and try to find c₁ or V₁ or c₂ or V₂

you use it if you have a given number of moles in a substance, and you want to find the concentration after adding some amount of water etc., or the required volume to give a certain concentration

the reasoning for it is:
concentration = number of moles per unit volume (definition)
C₁ = n₁/V₁
C₁V₁ = n₁
and
C₂ = n₂/V₂
C₂V₂ = n₂

but since you haven't added any more moles of the substance, n₁ = n₂
so C₂V₂ = C₁V₁
