Ideally how long would I have to be volunteering for an organisation before it'd be acceptable to ask them to provide a reference?

A month, or the equivalent of 15 hours.

I agree with Blue Suede, but it also depends on where you've been volunteering. I was volunteering with Life Skills students and they offered me a reference very soon after starting. What kind of volunteering do you do? Also, if you're volunteering for the purpose of improving your resume you'd want to make sure you were volunteering longer than a month. Try three to six months at least. It shows dedication and consistency.
