I was assuming that he came second to person A internally and person A came second in the externals, while he came first.
still wrong.

what happens if I was rank 3.. and these were the rankings and their internal marks HOWEVER in the hsc externals all 3 of us get 92.
1. A 92
2. B 85
3. C (me) 72
you would all get 92.

Person A would get 92 Internal, 92 External and 92 Overall
Person B and C's External marks would be 92
The BOS moderates the internal marks based on your rank's external mark and the internal gap between each person. A gap of 7 between A and B is substantial but may only downgrade B's Internal mark to a 91. As None of us here no how the internal moderating process actually works (the fine mathematical details) it would be impossible to get a definitive answer
Person C's Internal mark would be less than 92 for sure. The difference between B and C is thirteen marks, which is a considerable distance. I would estimate an internal mark of 90

For people who are confused about Internal Marks, here is a simple method to understand how they derive it
1) the starting place for estimating is your rank's external hsc exam mark
2) BOS moderates this mark based on the difference in internal marks submited by your school to determine how close/far the internal mark should be away from the person ranked above and below you
