Nothing in international law is effective, because it is all based on consensus, and about half the time (probs more) there is no consensus.

thats not really why it is ineffective. the main limitation is the lack of capacity for enforcement.

The UN is an absolute joke. They have basically stood by and watched genocides occur, abstaining fro intervening purely for political reasons. Let them all burn. They serve no purpose in the modern world.

BUT they do aid relief work, help build necessary infrastructure etc so it's not ALL useless. Security council is basically fail (imo).
