Are they available earlier than the overall HSC mark?

No you only get them when you get you results on the 18th of December, however you can check your hsc assessment ranks on the 6th of November.

This. You can't get your assessment marks because they are proportional to the cohort's examination marks.

You get access to your final moderated/aligned assessment marks when you get your HSC results in December, not before.
You never get to see your progressive marks, or the mark that your school sends into the Board (unless your school breaks the rules).
