Okay so I'll use a pencil + a ruler, but does it have to be to scale? What if the y-intercept is at (0,16) for example and I'm running out of available space for the large graph to finish off the question?

Haha, "draw a neat sketch". You can practice in Biology aka your bludge period; they say practice makes perfect :D

The graphs that you are expected to draw in exam conditions will mostly likely have reasonable scale, i.e. a question won't ask you to draw something with a y-intercept of (0,-947)

A good starting point is to use the horizontal lines of the exam booklet/pad to work out your scale, and you can easily mark corresponding points with the same width along the x-axis
