Population growth decreases as health care and wealth improves, paradoxically. Or not so paradoxically, considering birth control is a big part of an effective health care system. If effective birth control was widespread in Africa, both the spread of HIV and overpopulation would be reduced.

If the provision of health care on the African continent improves, the population growth will likely slow. This has been observed in every developed nation, and the converse in every underdeveloped nation.
