Prob was fired horizontally and not up into the air so max height was just the cliff. If so you can find the time of flight first, then you can determine the initial velocity by considering the range. Is that the exact question but? if so, bleakarcher is right on the variables

Whoops Sum of roots = -4 +a = 3, other root = 7. Product of roots = -28 = k-2. Therefore k =-26 Silly mistakes with the minus signs

^ that or using sum of roots, the other root = -1. Product of roots is k-2 = -4. k=-2

I don't think you can assume anything. And you don't have enough info to deduce those two triangles are similar since CB and DE are not given to be parallel
