LOL Well the thing is, as you put it, it's legitimizing corruption. In other countries, such as India for example, what they do when they're pulled over is "I know X cop who is your senior" and the cops will let you go (most of the time) or you just give them some money (50-500 rupees usually...

You cant do 4u in year 11, you only need 10 units in year 12, so you can do what you've selected. Just pick up 3u english or SLR or something for year 11 and then drop it for year 12.
