Your marks don't matter, your ranks do. Improve your ranks and get a good external and you should be fine for getting a band 6.

can a person who does 3u still do as well as a person who does 4u on those degrees or will there always be that disadvantage?

On the uni websites it says the the EFTSL can't exceed $10,440 for law, commerce, etc and similar stuff for other bands. If you study a double degree with commerce science for example would the total cost be $58k (3*10,440 + 3*8917)?
