pretty sure there's no official publication date for either, and they usually announce them at least three or four months in advance. even the first 'official' dates can be a bit sketchy, they sometimes get pushed back for reasons unknown... you'll be waiting for a while longer i'm afraid.

it probably depends, at mine we got to choose four people in our tute. but it was at the start of the year when no one knows each other, which kind of sucks. i got a decent group though, yay

tomorrow when the war began - james marsden started reading this morning, almost finished. would definitely recommend it - i love these type of 'fight for survival' stories, really easy to read as well.
