Allow me to respectfully express my reservations regarding the points you have hitherto put forward:
1. not everyone doing 3u and 4u maths has/had a tutor... i personally only had a tutor for a few months just before the hsc and that was only for 4u

yeh theres not much info on it and it's hard to tell cos i think in calculating state ranks the BOS uses up to 2 decimal places, but they only give u up to the whole number, so a 98 might have been a more exact mark of 97.50 or a 98.49... so its hard to tell =P
