Because the media consistently demands that politicians rule things in or out, if they are ruled in (or if it isn't answered) then endless and potentially damaging speculation occurs (like on the recent super changes).
So politicians have to stick with the same policies election in election out and never change them? It's a policy PROPOSAL that is going to go to an election.
Fair enough debate the policy but you can't argue that it's a breach of trust/lie/etc.
I think it's really too early to speculate about either events motives. It could turn out that these two brothers just wanted to see people die as well

Whilst yes it is true innocent until proven guilty there is more than enough evidence to charge them and I would say conviction is almost assured.
To be fair I don't think this can really be classed as a terrorist attack conclusively until motive is established (although it probably is the most likely explanation)
