Yes I know people who have gotten in with ATAR below the cutoffs. Additionally, you could always do an internal transfer through arts or something which will likely have a lower cutoff. HSC exam also counts for 50% of your overall mark, so you still have time to make improvements.

i) Read Exempler essays (Ones getting band 6s)
ii) Hand in practice essays and incorporate teacher feedback.
iii) Try and use more "complex" language (e.g look at synonyms etc).
I reckon of the ones that I've done NEAP wise they aren't really HSC type questions, some were vaguely similar to trial questions that I've seen though.
