If you dropped out you wouldn't get a HSC, meaning no UAI.

To get 0 you must have done the worst scaling subject, go to a ridiculously low ranked school, get close to 0 on your exams yet still show signs of an attempt
No need, really
Just get caught cheating in ALL your exams

Anything under 30 is just a mystery mark, although I'm sure you CAN get a 0. The reason they probaably do it is to spare the person/s feelings. When you think about it, there must be someone who gets it (although they don't find out), because someone has to come last. A mystery mark may be anything from 0 to 29.95.
