Another way to look at it is whether the poem is before or after the war.this 100% this. in a way all of eliot's poetry is talking about civilisational decline it's just about the differences in like nuance and stuff. preludes and rhapsody are in the same niche like that, rhapsody and hollow men are not
Preludes, Rhapsody, Prufrock are pre-war so they have a modernist context.
Hollow and Magi are also modernist, but they link a lot better to wwI disillusionment.
