They already have a base in Tajikistan and there should be more bases in central asia, africa and asia in the years to come. India and china both want blue water navies. India would be a blue water navy soon with the induction of IAC and refurbishment of Admiral gorshkov ac carrier. Especially for china they really need a blue water navy, coz right now india or usa can easily choke the oil supplies to china is they wanted to in the indian ocean. Long term advantage for india is that India would get the latest weapons from USA and Russia while USA would never sell it to china as it sees china as a threat and russia doesnt sell the latest tech to china comparatively to india coz they still dont trust them completely. Though i would really like if China and India remain at peace and I think they would remain that way. Quite frankly India cant do anything to stop china from reaching its global ambition and china cant to do the same to india. Now that the NK has nuclear weapons, they can basically bribe the US for (what could be) unlimited concessions. If they don't, the NK can sell it onto terrorists and the like. I don't know why people here are quoting Japan's constitution. It's a fairly logical step for Japan to take - that is to take advantage of the situation and do what they are already capable of doing. This will of course depend on the US's blessing which is a bigger question than most suspect.
Australia going nuclear would certainly be in our interest and quite physically possible considering our uranium deposits and technological level, having the effect of thowning off the shackles of US sheriffhood. However, the US would definately not allow us to acquire nuclear weapons as it increases our bargaining power when it comes to foreign relations given that we'd no longer be looking to the US for protection. This is obviously not in their interests.

Fact is, status quo's been changed. To re-align it, Japan and SK will need to develop nukes. Then, China will lose its previous status as the sole nuclear power in East Asia and its influence in East Asia will fall rapidly.
