It seems a little weak to just be near the top of the state with 70%. I do my tests under time limits and still get in excess of 80% (96/120). Unless our understanding of top of the state is very different. I am talking about the top group of candidates. Surely you'd get a decent amount getting marks in my range. Are you talking about e4 band? Definitely depends on the test each year - apparently in 2003 the top mark was about 104/120. You should note that it is very different doing a test at home, even under the time pressure, to actually be in the exam.
