I think that in only one of my subjects, I got a top 5 ranking. All others were lower. (Went to a school which ranked around 60)
Try aiming for the top quarter of your subjects minimum.
1) Let's wait until the ATAR comes out before coming to any conclusions.
2) I would be inclined to say if you did not fall within this band, you may not be successful but give the faculty a ring anyway. They may give you some leeway in some circumstances.

Unless you are having trouble with the content and have found that teachers are not able to explain these concepts to you, only then is tutoring necessary. In all other cases, they are cheating money out of insecure students and parents.
Remember that the ATAR is only one pathway into tertiary study. Further studies at other institutions also have a big hand at allowing entry for certain courses. I will never truly understand what you are going through but I can only empathise.

More often than not, the school will allow you to go up automatically provided good results in the School Certificate but if otherwise, then they may ask you to stay in Standard for a term or so to evaluate whether you are good enough to do Advanced.

If you have certain plans which you have been hoping to undertake next year, you may have to review your approach if it is dependent on ATAR. As people say, this isn't the be all and end all.
Say there is School X and School Y.
School X marks very easily and getting 90%+ in assessments in really easy.
School Y marks very hard and getting 80%+ in assessments is an achievement.
The end product of the students in School X may be inferior to that of School Y as marking standards are...
